Approximately 53,000 Ukrainians fleeing Russia’s war of aggression had applied for temporary protection in Finland by the end of April 2023.

A person fleeing Ukraine has the right to work in Finland immediately after applying for temporary protection.

In cooperation with the Ministry of Economic Affairs and Employment, the VATT Institute for Economic Research provides up-to-date information on the labour market situation of Ukrainians receiving temporary protection. The data produced by the VATT Data Room is open to everyone.

The largest occupational group among them was home, hotel and office cleaners. Many of the working-age Ukrainians are enrolled in training that promotes integration and employment or in other services. Some of the younger working-age people also study in Finland.
